TelSoc has pleasure in announcing its next online webinar on Wednesday, 3 September 2025, from 12.30 p.m. with Professor Chris Marsden of Monash University.

Telecoms policy-making has always understood that national sovereignty is a key component of the regulation equation. Silicon Valley (if not Redmond) has often pretended not to, from the encryption debate to interconnection to platform liability and cloud computing. In this presentation, Chris will examine the heightened national cybersecurity focus of 2025, and the prospects for increased sovereign requirements. from the European Union ‘EuroStack’ and India ‘AI Stack’ concepts, to the US ‘AI Cold War’ sovereignty requirements instituted since 2020, to Australia’s position as a regulatory taker in AI and digital technology more generally.

The combined impact of assertive national policies and global technological developments ensure that digital sovereignty issues and challenges are more important for our sector than ever.

As with all TelSoc lunchtime events, Chris’s presentation will be followed by a Q&A session in which TelSoc members and industry colleagues will be able to raise questions and issues – and get some answers. Past experience suggests that the Q&A sessions are incredibly interesting and informative. Chris Marsden

Professor of Artificial Intelligence, Technology and the Law, Monash University Chris Marsden is Professor of Artificial Intelligence, Technology and the Law, and Director of the Digital Law Group at Monash. He serves on the ARC College of Experts 2024–2026. He is a Fellow of Columbia CITI and a Research Associate at GLOCOM (Tokyo). He is a research affiliate of the PILOT Lab at Penn State University. He is also an Expert in the International Expert Consortium on the Regulation, Economics, and Computer Science of AI (RECSAI). Chris researches regulation by code — whether legal, software or social code. He has authored and edited numerous books and his many peer-reviewed journal articles are widely cited. Before Monash, Chris was at Sussex Law School. He has advised governments and Intergovernmental Organisations on digital law and policy since 1995.
