How should Australia encourage investment in "deep" fibre?

At TelSoc's AGM I presented on the need for Australia to increase its relative ranking on the international broadband league tables. We are well behind our peers in the OECD. This is not good enough if we want to be global players in the "Digital Networked" economy.

In my view we can only improve our ranking if we have an industry structure that drives fibre deeper and closer to the end user.

This will only come from, in my opinion, either direct government intervention (eg. Singapore & New Zealand) or a competitive private sector built around infrastructure competition.
