A DBCDE Perspective

This presentation assumes that an ACS audience is familiar with the various forms of cloud computing and so, while it will briefly address what cloud computing is and why it is so important, its major focus will be on what we know to be happening now in the cloud computing space; what is happening across the user community in Australia; and what are the issues that government is considering in responding to the rapid growth of cloud computing.
The potential opportunities and threats to Australia taking full advantage of the benefits to be provided by use of cloud based services will be explored. The key policy challenges in the cloud including such issues as security, privacy, law enforcement and multi-jurisdictional enforcement will be discussed.
An update on recent work being undertaken by DBCDE and across government and the private sector in relation to promoting cloud computing technology will be provided. For example, the Department recently held a Cloud + NBN Forum. The event was attended by more than 200 invited guests from ICT and non-ICT industries, Cloud vendors and enterprise customers, representatives from the small business and not-for-profit sectors, policy makers, regulators, industry bodies including consumer representative groups, and business and technology media. Keith will discuss, in summary form, the broad outcomes from the forum.
Keith will also discuss the work of the National Standing Committee on Cloud Computing, a body established by public policy think tank Global Access Partners (GAP) during 2011. The NSCCC is chaired by Keith and held its first meeting in November 2011. The establishment of the NSCCC followed the formation in August 2010 of the GAP Taskforce on Cloud Computing. The Taskforce recommended the government should encourage the use of Cloud computing and support the establishment of a standing committee to consider trials, research and case studies.
The presentation will conclude with the department's perspective of the future policy directions in relation to cloud computing. One of the key pieces of work being undertaken by the Department in this regard is the development of advice to the government on strategic approaches to encouraging the widespread adoption of Cloud Computing.
