David Rogerson is a founding Director of Incyte Consulting, based in Scotland.
He is a leading advisor to telecommunications regulators and operators with 30 years of consultancy experience. He was significantly involved in the liberalisation of the sector in Europe ? for example, he constructed the earliest regulatory network cost models for Oftel (now Ofcom) as part of its review of competition in 1990-91, and advised the European Commission on the development of a new regulatory framework between 1999 and 2002. In Australia he advised Telstra as it repositioned its product portfolio for competition in the early 1990s, and was based in Melbourne 1995-97 as Asia-Pacific Director of Consultancy for Ovum. In recent years he has specialized in bringing leading-edge regulatory expertise to developing economies in Africa, the Caribbean, Asia, South America and the Middle East. In many cases the projects he has worked on have blended into general economic development programmes, and he has conducted numerous training programmes for the ITU, World Bank and EBRD.
He is co-author of seven books on telecoms regulation published by Ovum and more recently has written three regulatory articles published by the ITU.
