Dr. Nulty has recently retired from the position of CEO (but remains as Chairman of the Board) of ValleyNet, Inc. a non-profit corporation building and operating a fiber-to-the-premises fiber-optic telecom network for and on behalf of East Central Community Fiber-Optic Network (www.ecfiber.net), ?ECFiber.? Mr. Nulty was largely responsible for the intial organization and development of that project, which connected its first customer in September, 2011. It now has nearly 1300 active customers receiving high-speed broadband and telephone service, with additional customers being connected on a weekly basis. Prior to that, Mr. Nulty served as the Executive Director/General Manager of Burlington Telecom (BT), Burlington, Vermont from 2002 through 2007. In that capacity, Dr. Nulty was responsible for creating, building and operating a fiber optic cable network similar to the ECFiber system. He is a member of the Select Board of Jericho, VT. In 1998, Dr. Nulty served as Senior Financial Advisor to the Chief Financial Officer of the U.S. Department of Energy (DOE) and shortly thereafter Deputy Chief Executive Officer & Chief Financial Officer of the DOE Office of River Protection (an approximately $50 billion project to clean up the Hanford Nuclear Weapons Facility in the State of Washington). He retired from that position in February 2001. From 1994 to 1997, he founded and was chief executive officer of Central European Telecom Investments (CETI), a $50 million venture capital acquisition and operating fund, identifying and building private sector telecom companies throughout Central Europe. From 1985 to 1994, Dr. Nulty was Principal Ecomomist and Senior Telecom Project Officer for the World Bank and International Finance Corporation, lending to telecom projects throughout the world, and overseeing their implementation. Prior to this, from 1975 to 1984 he was the Chief Economist for the U.S. Senate?s and then the U.S. House of Representatives? Committees on Commerce, with a focus on telecommunications and energy policy. Dr. Nulty holds a Ph.D in Economics from Cambridge University, Cambridge, England.
