From an economic theory in the 1950?s to eventual implementation beginning in the 1990s, Governments and their regulators have utilised increasingly sophisticated auctions over the internet decide on the allocation of spectrum in high demand to telecommunications companies. In the late 1990's the United States utilised so called Simultaneous Multi Round (SMR) to "efficiently" allocate PCS spectrum followed by Australia and Europe raising billions of dollars for Government as "an incidental outcome" of this "efficient allocation" method. The last five years has seen the adoption of an even more complex auction methodology Combinational Clock Auction to allow the simultaneous auction of multiple spectrum bands. The speaker, who is a specialist in spectrum auctions, will take the audience through the evolution of the practice of spectrum auctions from the 1990s to the present, explain their rationale and implementation.
